Should "Morning Joe" host be suspended too for Mark Halperin " dick" remark?

On Wednseday during MSNBC's Morning Joe show talking head Mark Halperin said that President Obama was acting like a "dick". Now he has been suspended and issued an apology. But what about Joe Scarborough who egged him on knowing he planned on saying something that needed a 7 second delay. Shouldn't Joe Scarborough be suspended too? Watch Halperin's apology and co host Mika Brzezinski admittion that they egged him on below:
