Was Rick Perry referring to Herman Cain as "brother" racist?

At one point during a very heated CNN GOP debate Rick Perry referred to Herman Cain as "brother". That caught my attention immediately. Many racist use the term "brother" in the belief that it shows that they are not racist, especially racist cops. Watch the video below:
